UFI and poison centre notifications (PCN)

According to Article 45 of the CLP Regulation, companies placing hazardous mixtures on the market are obliged to provide information about certain hazardous mixtures to the relevant national bodies. The national bodies make this information available to poison centres so that they can give advice to the citizens or medical personnel in the event of an emergency. Annex VIII to the CLP Regulation, adopted in March 2017, defines the harmonised requirements for poison centre notifications (PCN) applicable as of 1 January 2021.

The steps to meet these new obligations are (in short):

  • User registration on the ECHA portal
  • Adding a legal entity (for new users)
  • UFI (Unique Formula Identifier) code creation
  • Adding the UFI code to the safety data sheet and to the product label
  • Preparation of a dossier for notification to the Poison Control Center (PCN):
    • Creation of a new dossier
    • Adding contact persons
    • Entering the pH of the mixture
    • Adding toxicological information
    • Reporting on the composition of the mixture (adding all hazardous substances)
    • Assigning of UFI and other identifiers
    • Adding information on the classification of mixtures and label elements
    • Providing product information (trade name, color, use, packaging, etc.)

After completing all the steps, the dossier is submitted for verification, and if everything is completed without errors, the entry is confirmed. If the system detects errors or missing information, the errors must be rectified.
