GHS – new system of packaging and labeling of dangerous substances and preparations

After 40 years of supplementing and amending legislation in the field of classification, packaging and labeling of hazardous chemicals, the EU member states were among the first in the world to apply a globally unified system of classification and labeling of hazardous chemicals in January 2009, called Globally Harmonized System (GHS for short).

The GHS document, which has been drafted and supplemented under the auspices of the UN in Geneva since 2001, has been adopted in the form of a regulation of the European Parliament and the Council (1272/2008 or CLP Regulation). Slovenia (the Chemicals Office of the Republic of Slovenia) has a lot of credit for its content and timely adoption – during our presidency, we carried out the most important activities for the adoption of this important document.

Enforcing the provisions of the GHS, which is the basic tool of REACH, means implementing the ideas of sustainable development. The principle of classification and labeling of hazardous chemicals introduced by the GHS Regulation is similar to the current EU system. The main goals, ie. to determine the dangerous properties of a chemical, to provide this information to the user through labels and safety data sheets, thus enabling more conscious, rational and responsible use at both the local and global level, remain similar as well.

Anyone placing hazardous chemicals on the market in the Republic of Slovenia is liable to provide SDS free of charge to any professional user of hazardous chemicals and to all buyers of biocidal products.

The CLP Regulation (1272/2008/EC) on Classification, Labeling & Packaging of substances and mixtures was adopted, which is already in force, was adopted based on GHS.

This Regulation introduces new graphic symbols and instead of R and S phrases, we now have Hazard statements and Precautionary statements.

Which means all labels and safety data sheets must be created in compliance with CLP regulation as well, and all older ones must be updated.
